You should never use a quotation internally. The example you gave is not consistent with the need.
An example of an internal quote is: 'We need to develop a nuclear weapon before the Germans "(Oppenheimer, 1942).
Although fully formed, it gives the historical context of the statement. It can be compared to what we know about the progress of Germany, where we were at the time, etc. Your quotation, the "Manhattan Project" means nothing to the story, so it's a regular quote given as a numerical reference.
In general, you can go through four, six, or eight years of college and never give a quote house. They are rarely, if ever, necessary or poignant. All quotations should be footnotes and general references.
Like everyone else, you just copy and paste, so they are beautiful.
