Historically, the United States of America has been defined by the neighborhoods of racial segregation. Urbanism to the 1960s has been identified as one of the causes of this phenomenon. Planners have been regarded as having played the first forms of racial steering. Through the use of the restrictive covenant and the establishment of zoning between WWI and WWII, and the use of urban renewal from the 1940 and 1960, planners have contributed to the development neighborhood racial segregation. After the 1960s, thanks in part to the civil rights movement, planning efforts have focused more towards advocacy and community development, rather than maintaining segregation. Although planning practices has changed the racial composition of neighborhoods do not.
Examples of racial steering
An example of a planner racial steering performance when developing communities is Ebenezer Howard.
