Fort Myers Gated Communities

I live in a gated community in Fort Myers, Florida. My car has been started today with no warning, with two pairs of shoes I have no idea why two were needed I drive a Civic, because I left the road about 10 minutes. I tried to beat, but the only option was to pay $ 160. I was wondering if it is legal to block my car which was blocking two other vehicles in my own driveway?

Sue the HOA to start your car without permission ("loaded with special rules") and harassment.
